Kennett Library is governed by a 20-member volunteer Board of Trustees. Each of the eight municipalities served by the Kennett Library is entitled to appoint two Trustees. An individual is appointed to the Library Board only after being approved by a vote of their Township Board of Supervisors or their Borough Council. Board members are appointed for a term of three years. Trustees may be reappointed for an additional two 3-year terms by their municipality. An individual may serve no more than three consecutive 3-year terms. At the end of three consecutive terms, the member must go off the library board for at least one year before serving again. At Large Trustees are appointed by the Library Board of Trustees to fill unfilled positions.

The Board of Trustees operates on a committee system where much of the work of the Board is done in committee and brought forward at Board Meetings for review and approval. The Board Committees are:
